Have a "warp" script instead of a twistd plugin

Getting the twistd plugin installed properly is making deployment much more difficult than it would otherwise be.

Furthermore, twistd doesn't really support commands which don't produce services (so e.g. "twistd warp skeleton" currently raises SystemExit!).

Warp should have its own script collection instead.
