Plan complete waits for approval with no button to approve

We seem to be missing UI and possibly an API for this?

In addition, clicking Stop while the plan complete or ask user questions UI is active stops the agent but doesn't update the UI. We might be missing an SSE event here. It works if we stop the agent and then refresh the page.
