Cannot use --watch and --force together

I'm trying to watch a directory without an index.html file. Running:

 tags build --force --watch

returns:

 Building site from '.' into '_site'
 Watching '.' ...
 Oops, we can't find an index.html in the source folder.
 If you want to build this folder anyway, use the --force
 option.
