Allow to create goal state when no data class exists yet #155
Description
As a user, I want to create a goal state when there is no data class yet, as I work goals first and create the data classes from the goal state.
A limitation was put in place to disallow this, but by now, one can create data classes from the goal state modeler.
- Be able to edit the goal state as if data classes already existed
