Create interface to detect installation errors

It would be nice to have some kind of way to report to the admin if there are issues with the installation. Errors could be missing integration-client, missing crowd.properties, crowd connection errors due to bad crowd.properties, etc.

I am getting errors in the logs regarding unable to find value for property for a few of the properties. It seems to be coming from the atlassian jar, not yours, since it gets the URL of the crowd server. Not sure why the properties arent getting propogated.
