Fulfillment needs_stickers tab needs item-level precision

The "ready to make" button shouldn't mark embroidery items as needs_stickers, but embroidery items should be individually tagged for getting stickers once we receive the garment back.
The needs_stickers tab then needs to filter out all items that don't have the needs_stickers tag, and only print and mark items with that tag
