Remove side effects from run_repo_invariants #754
Description
Right now, run_repo_invariants installs dependencies in the environment it's run in - when doing back-to-back runs in docker, these dependency installations carry over to future runs - there is a mitigation where you docker compose down after each workflow, but this is quite annoying
