Implement REST API #1
Description
Add the ability to interact with Beehive via a REST API.
As a first stage, the everyday functionality should be supported.
Eventually, full account management, moderation, and forum administration features will be added.
Precise details of how the API should look are still to be decided.- see wiki for current plans
