Add Phobius support for transmembrane prediction

The TMHMM web service at CBS seems somewhat unreliable.
Consider adding the Phobius transmembrane prediction service as the (default?) option. See: https://www.ebi.ac.uk/Tools/webservices/services/pfa/phobius_rest

Not a priority, but I like to add things here as goals for longer term maintenance and improvement. A number of the external web services have broken or gone offline, and I'd like to eventually find a set which are better maintained and reliable (if such a thing exists :/ ). Not sure if the Phobius service at EBI is well maintained, but we won't really know until I implement a plugin and periodically test it.
