• Create Kali Linux-based container
• Install Metasploit Framework
• Install Modbus penetration testing tools
• Add custom Rust scripts for scenario attacks
• Configure network access to OT segment
• Create attack scenario definitions
• Implement attack trigger API
• Document attack procedures

Acceptance Criteria

• Container includes all required tools
• Can reach OT network from attack container
• Scenario attacks execute correctly
• API allows Godot to trigger attacks
• Attack effects propagate to simulation
• All attacks logged for AAR
