Nanosecond timestamps

It seems like the timestamps are not nanosecond accurate.

I used
```ps
(Get-Item "C:\\Path\\To\\File").LastAccessTime.Ticks
``` 

On NTFS: 638784062934631440
On EXT4: 638784191470000000

I would like to have this work properly. Thanks!!
