Should oik-loader create entries for Custom Post types which aren't registered?

In s.b/cwiccer, which I've been using to test improvements to oik-unloader the list of plugins is populated even when the CPT is not registered. When I choose rebuild index, the index that's created includes URLs that can't be reached.

Questions

• Should the code in oik_loader_load_map which if the post types are registered?
• Should entries be created if the _oikp_name post meta field is not set?

Current oik-loader.1.csv is

Explanation.

• ID 287 is for a plugin advanced-gutenberg-blocks. I'd intentionally set _oikp_name incorrectly.
• ID 297 is for a block from advanced-gutenberg-blocks. So it requires the above plugin - which is incorrectly set.
• ID 245 is for a block marked as being from Advanced Gutenberg - but that plugin's _oikp_name is not set
• ID 254 is for a block example - similar explanation
• the last two lines have been appended from oik-loader-extras.1.csv
