Missing emtl file when building with maven

Using mvn clean install will lead to an update site missing the emtl file

(emtl is the compiled version of the acceleo template *.mtl )

When using documentation from wiki
the build result to a nullpointer / initialization problem, probably coming from wrong initialization order for sub package in SysML 1.4 see Bug 531840
