Issue with qmake and lua

Running Linux Mint 18.3, I have installed all dependencies per instructions without errors (eventually), but when I get to the qmake step, I get the following:
Project MESSAGE: Config using pkg-config version 0.29.1
Project MESSAGE: Generating Makefile for Qosmic 1.6.0
Project MESSAGE: Qt version : 5.5.1
Project ERROR: lua development package not found

I installed lua per the instructions, received no errors. Am I missing something?

in qosmic.pro, edit lua that is bolded below into your version of lua (in my situation it is lua-5.2), and remove comment form line above

#CONFIG += link_pkgconfig

link_pkgconfig {
message("Config using pkg-config version "$$system(pkg-config --version))
PKGCONFIG = flam3 lua
}

it should look like this after edit if you have lua-5.2

CONFIG += link_pkgconfig

link_pkgconfig {
message("Config using pkg-config version "$$system(pkg-config --version))
PKGCONFIG = flam3 lua-5.2
}
