Update user script

Currently an effectively empty update_user.py exists. This needs to have logic allowing an admin to update aspects of an existing admin user.

@rmacy Haha no sweat. I just figured we'd add an issue in case someone else wanted to contribute and to explain the "blank" file. Also, get on IM so we're not chatting all over this repository haha.
