[Feature in SDK]: add namespace deprecated in v3

Description

Add namespace Bitrix24\SDK\Services\Deprecated in v3 version to support both API endpoints and data structures.

Test this approach in tasks

• add new namespace
• add new ServiceBuilder
• move old tasks to deprecated namespace
• move old tests for tasks in deprecated namespace
• add support for deprecated namespace in coverage reports
