Add governments as a new stakeholder category

Discussions around SBR led to the realisation that we need a new stakeholder category for governments.

I've started a google doc to do the groundwork towards creating a PR that would make requisite updates to the BCAP framework.

Please comment here to share your thoughts about this topic, or in the google doc if you have inputs/feedback regarding what's in there.

hey @rencryptofish given i was not involved in the original BCAP paper, it might be useful to detail some tips or share resources around approach, process etc. If that's not needed/possible, either way would be a giant help to provide feedback on the google doc or this topic generally.
