deletion starting at beginning of contig has position 0 in vcf instead of 1

I noticed that a deletion in the query sequence that matches the beginning of the reference contig has position of 0 in the vcf output of C-Sibelia. Since vcf is a 1-based format, shouldn't this have a position of 1 instead?
