Why use `--fail-under 0` with Pylint?

The course configures Pylint to fail for scores under zero. The logic is they do not want it to fail the CI due to poor linting. Doesn't this negate the point of using a linter? Shouldn't we teach learners to set a minimum acceptable standard for their code?
