Implement Sandboxing of "Open at Login" functionality

This was mentioned in this comment and so I thought I would open an issue about it for a brief discussion.

The Sandboxing and registering can be done by the Jiggler app itself if coded to only work in MacOS 13+ (Ventura and newer). The code is pretty minimal (I already have a branch in my fork with the necessary changes). If you want to support Sandboxing for MacOS 12 and lower, that would require a "helper app"... but I wanted to pose the real question...

@bhaller would you be ok with Jiggler being overhauled a little and updated to be only compatible with MacOS 13+ ? That's basically the last 4 releases of MacOS (Ventura, Sonoma, Sequoia, Tahoe).

I know this project isn't actively maintained given your life schedule, but I would be willing to take over if you are looking for a new owner.

I would be fine with it being macOS 13+ (older versions will be posted on my website for those who need them), and I would be delighted if you would take it over. Let's talk about how to proceed. I guess I'd add you as a collaborator on the project, such that you could merge PRs and such; you'd manage it from here on out, with minimal involvement from me unless you disappear. You'd integrate your PR into it, and do additional PRs that would add you to the About panel and such. Maybe for the first new release you're second author, and if you continue with it after that you become first author? I honestly am not attached to this, except that I want to see it maintained properly. If you're committed to that, then I embrace you. You can release it externally as you wish. I'll post new builds on my sticksoftware.com website and credit you for the new versions. I can forward you some old emails from users with ideas and requests that I haven't had the time to act on, if you want to see them. What do we need to work out for you to be happy?

Hi @kumichou. I'm going through things and doing a bit of cleanup, because I discovered a couple of minor bugs that I want to fix in Jiggler 1.10. AFAICT a fix for this issue is not present in the changes you've pushed so far; correct? Just checking, because you said above that you've already got a fix for this so I'm surprised you didn't include it. :->

And by the way: what is the actual motivation for sandboxing this? I wasn't sure whether to mark this as an enhancement or a bug, lol. What's the reason that this issue matters?
