[feature] Add a setting to automatically create a new layer when opening a picture

LazPaint has become my go-to tool when I have to make a quick annotation or drawing on a picture.

Quite often I open a picture, do some work, want to move a selection (for example a rectangle I just drew), only to discover (too late) that I forgot to create a new layer prior to make my modifications, thus I'm unable to move the shapes or text I just created.

Is there a possibility to add a setting to always create a new layer when opening a picture ?
