.s files in D-SDK breaks workflow build

The "Object" lines in configure.py that contain __exception.s and targsupp.s are commented out. These files cause a build issue in our workflow builds "build" and "build-non-matching". When failing to build the error message is "Permission denied". These build fine locally, but not in the workflows.
This seems to be an issue with our workflow builds.

Fixed by marking the specific powerpc eabi utility binary as executable in the build repo dependency Dockerfile. Verified by build results in #650
