taskfile to make setup seamless

Hey

I made a taskfile to make it easy for a DEV to get going.

It just takes all the stuff in the markdown docs, and enshrines it into the taskfile.

Its idempotent, so you can run any stage and it will make sure the previous stages are done without rerunning the previous, unless needed.

If this is of interest let me know, happy to PR it in or show you on my github. I imagine you can improve it better than me, since oyu know the system backwards compared to me ...

is cross platform but still needs more testing. If you interested let me know.

BTW, I saw in the docs for incus they recommend Colima, which I used ages ago, but I am guessing machine, much more focussed for incus specifically ?
