Remove footnotes header when description is falsy

Use case

I don't want to have a Footnotes h2 above my footnotes. I can set the "description" value to an empty string which makes it disappear, but this still creates the h2 tag. I'd like to remove it entirely.

Proposal

When the "description" value is falsy, don't include the h2 above the footnotes.
