Data importing

I know we've discussed this a little in the past, but it occurred to me that an alternative to a dedicated import feature might be a workaround using the scrapping function. If we could figure out how to format a script properly the result may be the same. I haven't been able to figure out how to write any script for scraping, but if it had the flexibility to make the target an existing CSV formatted local file then that would be useful until a dedicated import/export function became available. Is this doable?
All this assumes I'm actually understanding how the scrapping function is supposed to work.
