Support for assertions?

This seems like a good framework for retrieving lists of resources, with nice inheritance/etc, but does it support assertions?

eg: Rather than saying Group A has access to Resources a,b,d, and q, can I say "Users with Group A have access to Resources which cost less than $10?"
And can I then say "Give me a list of all resources accessible to User A"?

Hilarious. :) I should write up the solution we cane up with, but essentially we build a new permission framework to meet our needs.
