Does add_rn_eig_jump with all_eigs=False work as intended?

It looks like when all_eigs=False, add_rn_eig_jump randomly changes either the gamma or amplitude of each psr's RN: https://github.com/bencebecsy/QuickCW/blob/bfa7b307ed165ad3475020cf9c023503ba6c47ad/QuickCW/QuickMTHelpers.py#L648

I think it is intended to pick a pulsar to perturb randomly.

With that said, we may be only using it with all_eigs=True right now.
