subarea review and update

We need to have Redmond and Kirkland to review their subarea boundaries and update the shape file and parcel-subarea lookup table as well. So far the subarea polygon is slightly different from the parcel-subarea lookup table.

Redmond sent their current subarea polygons (neighborhood in their term), which is slightly different from those used in BKRCast. The most notable differences are:

1. some neighborhood boundaries do not align with Redmond city limit (north Redmond and English Hill);
2. North Redmond boudary cuts through TAZ 1026.
   

Will coordinate with Redmond in the upcoming BKRCast training on this issue and identify the best solution to resolve this issue. The potential solutions are:

• adjust neighborhood boudary;
• split TAZs

BTW, subarea polygons do not affect model performance or model accuracy. It is only used in some data summary calculations.

We decided to split TAZs to match the neighborhood boundary. Will do this with other TAZ splits together.
