Keyboard nav issues

• Opened modal does not automatically capture keyboard focus - sometimes have to tab through some items behind the modal before finally getting to the modal
• Icon only buttons no highlight indicator when using keyboard nav (at least environment tables, check all)
• Check accessible names
• Check for keyboard traps
