Implement Monitoring for PAD Pending State

Enhance the business-ar payment fees store by adding a watch mechanism to monitor the PAD pending state. This watch will observe changes to the payment account’s CFS account status and, if it transitions to one of the PAD pending states (PENDING or PENDING_PAD_ACTIVATION), automatically force the selected payment method to DIRECT_PAY.
