Cleanup - COE Declined #5560
Description
Created based on feedback from #5446
Acceptance Criteria
- The reasons should all include a period ".". Update the tracker card to expect the input has a period and update the db reasons.
- Update/refactor API to validate reason ID on declined COE (excluding ECE as it's always "Other")
- Consider if changes in the display order are needed. (Currently ID desc)
