User Story
As an institution user, when I'm viewing applications in the PIR dashboard I want to make sure the dates are consistent.
Current Behaviour
In production, this application was submitted on Dec 21 2025 17:36:
Viewing it in the PIR dashboard, the institution is shown a submitted date of Dec 22:
Acceptance Criteria
- Align date results in tables with [{local date/time? PST?]]
