Issues with Ion Surge in Multiplayer

Seems like Ion Surge is partially broken in multiplayer. Friend doesn't see the effect when I land and hitting enemies with it does no damage. My friend is the host.

Cryoburst appears to do no damage as well, only freezing enemies just like Ion surge's landing only stuns.
