Got the same error as you. Tried to access the api directly through the browser and got this: "error_message" : "This API project is not authorized to use this API.". I suppose you might have a similar problem.

Make sure you have enabled the goecoding api in the gcp project google maps platform section, and that the API key you used has proper permissions to it.
