@cgrindel To fix this issue, I would have made buildifier_prebuilt a dev dependency. However,

Lines 12 to 13 in af304a0

states that this is there to make starlib's diff test to work. So it might be blocked by cgrindel/bazel-starlib#566.

Do you want to fix this or should I add a PR with --noincompatible_no_implicit_file_export in the bazelrc?

@hofbi I have not had a chance to dig into this yet. I think that I will have some time this weekend to understand what needs to be done.
