Buildifier breakage when updating to bazel 8

The buildifier in CI breaks when you update to bazel 8. It says it exits with exit code 1, but no error message is provided.

The same goes for all rulesets that use this template.

I think we could remove https://github.com/bazel-contrib/rules-template/blob/main/.github/workflows/buildifier.yaml and the respective bazel targets as

rules-template/.pre-commit-config.yaml
