New binaries for libsndfile v1.2.2

The current binaries are based on libsndfile v1.2.0. New releases are available: https://github.com/libsndfile/libsndfile/releases

I wanted to bring this to the attention of the team, but I don't have any skills in building any of the binaries.

Thank you for the heads-up! It looks like the VCPKG version of libsndfile is still on 1.2.0. We're currently depending on them for the Windows builds. As soon as VCPKG updates, we can go ahead and publish a new version.

In theory, updating the macOS and Linux builds is as simple as incrementing the version numbers in build_linux.sh and build_macos.sh. If you'd like to take a stab at that, I'd be grateful for the help.

Two months later, and VCPKG is still on 1.2.0

libsndfile 1.2.2 is now merged to the vcpkg master:
libsndfile/libsndfile#969

The merge was on 2023.10.24, so it missed the 2023.10.19 release.

libsndfile-binaries has just been updated to v1.2.2. Now it's time to fix Soundfile's test suite, and publish a new version with the latest version of libsndfile.
