Check RFC1589 values before establishing peer [JIRA: RIAK-2213] #88
Description
RFC1589 allows us to check if the node's clock is running "correctly." -- this allows us to see if it's okay for the node to take a master lease without it's clock running awry. We should probably do this on platforms that it's supported under.
