use tutor profile form availability field in addition to STATUS

Currently the admin is the only one who sets a tutors status.
The tutor should be able to edit the "availability" item in their profile so that they will not show up to prospective tutees. Actually they can edit this field, but it is not currently used by the app to limit what is shown in the dropdown. It should be.
