As a user I want to be able to report another user #1
Description
Basic functionality that allow a user to be reported, acts as the basis for the other reporting functionality
Acceptance Criteria
- Request comes from a report method eg. messaging
- reporting page is shown, form inc. free text description is shown
- submit button is disabled until required fields are filled in
- report submission is sent, inc. reported user email & report details
- confirmation message is shown to the user on successful submission
- email is also sent to user
