As an admin I should be able to view all user accounts

Allow admins to look up and review user accounts if there are any reports/any action needs to be taken.

Acceptance criteria:

• Admin can view all user accounts, regardless of privacy setting.
• Admin can view all user listings.
• Admin can view all user activity.
