Bom dia @JoaoVictorG o erro diz que não encontrou um projeto na sua aplicação, e no YML você não está apontando para uma pasta.
No caso, o erro está correto, você está executando um publish direto da raiz e teria que fazer todo este processo na pasta IndustriaFacil, por exemplo:

      APP_PATH: ./IndustriaFacil

    - name: Set up .NET Core
      uses: actions/setup-dotnet@v1
      with:
        dotnet-version: '5.0.x'

    - name: Build with dotnet
