balena devices supported returns empty array

Hi,
normally the function balena devices supported should return all devices working in a list. aktually it returns empty array
tested with master release and also with docker and kubernetes -> always same result

return is:
SLUG ALIASES ARCH NAME

this affects also some other functions that want to call this array, for example balena join

balena cli: 16.6.6
openbalena: 3.8.2

tried in both windows wsl2-ubuntu and also windows shell
