[UC06/14/16/20/] Get locations with filter

• The route that returns all locations to authenticated Managers and/or Mobile Users shall allow filtering with (at least) the following properties:
  • Page size
  • Page index
  • Radius (in kms)
  • Position (latitude, longitude)
• It shall only return the locations inside the circle with the given radius around that position.
• The filtering properties shall be optional.
• By default, there can be a page size relatively large, and it shall return the index 0.
