Move scripts to appropriate places

The [dotfiles repo][dotfiles] heavily depends on some of the scripts in this repository, so having a dotfiles-only setup seldom makes any sense. Other tools are just playful gimmicks. Some other tools only make sense for system administration (all the `pac...` scripts). In short: it's a mess.

The scripts and programs in this repository should be moved to appropriate places, such that the remaining stuff can indeed be considered "just little scripts that don't deserve their own repo".
