+1 to this. Tried using an AdministratorAccess role to see if permissions was an issue but it still failed with this.

I able to fix it from IAM section. I added a file for this git but seems it never approved.

As administrator w/ * priv, I have the same problem with Environment failed to launch as it entered Terminated state at 8 minutes into the process. The application fails to run, there doesn't seem to be a way to get a console output of the event with CFN + EB. Pretty limited facilities to diagnose as to what happened.

Yes, you have to attach roles to the user who will run service.
