AttributeError: 'module'

When i launch into jessie desktop environment and launch scotttv.py via termial by writing python3 scotttv.py i get an error that reads:

Traceback (most recent call last);
file "scotttv.py" line 8, in
subprocess.run(['setterm', '-blank', 'force']) #doesnt capture output
AttributeError: 'module' object has no attribute run

I have copied the code straght from your github repo and cannot get this to work. I am running jessie on a rpi2 model b.

subprocess.run() is new in Python 3.5, it looks like the jessie package has 3.4: https://packages.debian.org/jessie/python3

Is there a way to re-write this so that I can run it in properly python 3.4? I dont have any experience in python.

You can use .check_call() instead of .run() here. On a quick glance, the rest of the code looks 3.4-compatible, but I haven't tried it myself. :)
