Create github actions to check PR validity

* Consider checking JSON file structure for errors
* Consider checking file directory for appropriate steps followed in guides (basic & intermediate) ? - not sure if possible
* Auto-email user based on PR submission and proposed time-frame for reviews
* Send notification to Slack/Discord channel per PR submission where team can discuss outside of Github (if needed)
