Logic behind /bin vs /usr/local/bin placement #55

Hi, I just have a dumb question:
What's the logic for when to put something in /bin like /bin/consul versus /usr/local/bin like /usr/local/bin/containerpilot in this case?
Is there an opinion behind it? Just curious about the organizations, thanks.
