CSV interface

Similar to the original fANOVA interface (https://github.com/automl/fanova/blob/master/fanova/fanova.py#L10-L57) it would be nice to support a CSV interface.
This would need to automatically construct a ConfigSpace object if none is given as input.

As discussed here, we can port pcs-construction from CAVE to PIMP.
